Would a Secretary of Peace be effective if s/he is beholden to the president?

The Secretary of Peace would be a member of the president's administration. He or she will act as a team with the administration, and will be subject to the same short election cycle politics. Will this reduce the effectiveness of the Department of Peace? Should a different approach be taken? Here is an interesting article that suggests a quasi-independent body like the Federal Reserve whose board members serve for 14 years. What do you think?

The DOP is a start. While we all know that peace is at least as important as money, we all know that in the real world, it's money that makes the world go 'round. I think it is unrealistic to think that a body with the autonomy of the Federal Reserve can act effectively at this time, even if it could be created.
